Who is this woman?

Her name is Lois January. She actually apears a couple times in the movie, she is also one of the ladies helping freshening up Dorothy (picture below she is on the right). And the last picture on the bottom is a more recent picture.

If you watch closely you will see that the driver tries hard to restrain the horse from trying to lick itself. The filmmakers used a white horse and sponged it down with different colors of Jello. They had a hard time keeping the horse from trying to lick it off.
